The Right To Use New Knowledge And Technology For Personal Goals?

Hi, i am a presentation on the following, and i am arguing against this:
Individuals have the right to use any new knowledge and technology in order to achieve personal goals.
i’ve came up with one point that they shouldnt be allowed to use it because their goals might be the wrong ones like stealing money or killing people [witht the use of the technology],,but im stuck on getting more points..can anybody help me?

    How we can find those who wanna use technology in wrong ways?and also if some people use it in wrong ways;there are some other people who use another technology to stultify it.

    If an individual’s personal goals are illegal, it should not be allowed. It has nothing to do with new or old technology.

    Intellectual property – does this individual have the right to use technology if it “belongs” to another?
    Proprietary information – similar to above
    You might consider arguments using these concepts.
